Our Journey
Harbor America was founded in 1997, by Doug Lowery and a team of managers with over 100 years of collective experience in workers’ compensation, risk management, payroll and human resources compliance. For over 20 years, we have offered unique and award-winning HR solutions to small and mid-sized businesses, coast-to-coast, and that tradition continues today.
What We Do
Harbor America is a Professional Employer Organization (PEO). A PEO provides small and mid-sized businesses with client, employee, and back office services that are critical to the success of every business.
When a company works with a PEO, the PEO becomes the employer of record for tax purposes. Under a contract called a Client Services Agreement (CSA), all benefits, worker’s compensation insurance, taxes, and payroll are handled through the PEOs FEIN.
The beauty of the Client Services Agreement is the PEO assumes many of the costly and time-consuming human resource functions including:
- Preparing and Delivering Payroll Checks and Direct Deposits
- Calculating Wages and Deductions
- Social Security
- Unemployment
- Workers’ Compensation
- Audits
- Wage Garnishments
- Tax Liens
- Reconciling Your Payroll Accounts
Additionally, and this is a big deal for service-based industries, they take on the responsibility of workplace safety and worker’s compensation insurance, as well as compliance with state and federal HR regulations. As your co-employer, your employees are under the PEO’s workers’ compensation umbrella. This could significantly reduce the amount of money you pay for workers’ compensation coverage because your company’s loss potential would be spread over a large number of the PEO’s client companies.
And if your business operates in multiple states, Harbor America will save you countless hours and money by helping you comply with other states workers’ compensation, unemployment, withholding and other local regulations.
It is important to note that you retain complete control of your employees, their hiring, supervision, salaries, raises, discipline, evaluation and advances. These functions will always remain in your total control.
